I was going to add this 'brewery' on rate beer - it appears someone else is doing the brewing - can't find anything on here about it

It's on the A-Z. Brewed at Hope. Their website says as much in the About section.

Does winning competitions suggest his hiatus is over, I wonder?

Source? If it's the Blarney Inn on Nassau Street (Peg Woffington's, to those of us of a certain vintage) it's exactly the sort of tourist trap that would be rebadging Uncle Jim's or Beamish as a house beer.
