So, the bill gets signed into law today. The only thing I'm unsure of: Did Seanad remove the amendment that allowed people to buy alcohol from the site without having to take a tour?

No. Off sales without a tour are permitted, but will need a different licence to cover it.

Presidential assent happened on Sunday so the bill is now law. Perhaps deliberately, this happened just days after the Dublin Circuit Court licensing sitting for July. The next one isn't until 18th October.

Does that mean that no brewery can get a license for tap room until October?

That means no brewery can apply for one until the autumn. All the other courts are winding up for the summer now too. The ICBI reckoned it could be January before any actual licences are issued.

Are many breweries preparing for taprooms? I know Rascals are in their new brewery anyway. Kinnegar weren't sure if they would put one in as it would be a good bit of capital upfront and their location isn't the best for a taproom anyway.

Rascals will be getting a restaurant licence rather than one of these. Lough Gill and Four Provinces have both told me they'll be getting them. I'm pretty sure The Porterhouse will too.

The Porterhouse will probably start off with one of these but at their open day they mentioned that they might eventually move onto a full bar license.

Do Blacks already have a taproom or are they waiting for this?

They don't have a licence beyond the manufacturing ones, currently.
